OMAHA, U.S. -- U.S. Strategic Command, the department responsible for America's nuclear weapons program, is monitoring China's nuclear development "day in and day out," its chief said this week.

What they observe from the command's headquarters at Offutt Air Force Base, Nebraska, is Beijing's determination to establish a full-fledged nuclear triad of land-, sea- and air-based delivery platforms.
