All eyes were glued to Rodrigo Duterte last week as he made an explosive diplomatic debut in the Laotian capital of Vientiane, with the Philippine president's incendiary rhetoric overshadowing comments by leaders of such major powers as the U.S., Japan, China and India.
"He was just like the mafia," said a diplomat from a member of the Association of Southeast Asian Nations.
