HONG KONG -- The government of Hong Kong plans to change the way local district councils are filled, it announced on Tuesday, slashing the number of democratically elected seats by 80% and instituting a vetting system for candidates.

The move represents another significant blow to the city's pro-democracy movement, which has been squeezed following the introduction of a national security law by Beijing in 2020.
