Families seek closure after unexplained deaths while Modi stays silent

CHURACHANDPUR, India -- This week, Kim Haokip buried her younger brother, a 26-year-old government official in the state of Manipur, seven months after he was brutally killed.

Her brother, Letmingthang Haokip, had just moved to Imphal to work as an assistant in the Income Tax Department. Kim recounted how she had been on the phone with him as he was dragged from his official residence, beaten and set on fire. His charred remains were then moved to a government mortuary in the state capital Imphal, which Kim could not access.
