ISTANBUL/LONDON/KUALA LUMPUR -- Afghanistan's diplomats in Turkey have watched helplessly as Taliban envoys replaced their old colleagues at the consulate in Istanbul over the past few months.

Now, envoys still working in the capital, Ankara, fear there is a target on their backs as Afghanistan's rulers install fresh recruits at the embassy and dozens of other missions globally.
