BRUSSELS -- The European Union stressed economy security in its new policy position toward China, while acknowledging the country's importance as a trade partner.

The policy conclusions, issued Friday by the European Council following a two-day summit, underscore the tension in balancing relations with a country that is "a partner, a competitor and a systemic rival."
