LONDON/BERLIN -- Germany, France and other European countries are deploying ships and aircraft to the Pacific at an unprecedented scale, joining Japan and the U.S. on exercises in the South China Sea, in a show of force to counter China and Russia.

A German fleet of frigates and supply ships set sail from Wilhelmshaven, Germany, and other places on Tuesday, heading to the Pacific Ocean via the Atlantic.
