SAN FRANCISCO -- Members of the Indo-Pacific Economic Framework (IPEF) made little headway on trade in ministerial-level talks that wrapped up here Tuesday, as the U.S. remains conflicted on building a hoped-for counterweight to China.

Negotiators made progress on two of the framework's four pillars -- "clean" and "fair" economic rules -- with steps toward cooperation on decarbonization and tax avoidance. Details are expected to be released after the results of the talks are conveyed to leaders when they meet Thursday.
