BRUSSELS -- Leaders of Japan and the European Union on Thursday agreed to establish a strategic dialogue to deepen their security partnership, while also bolstering cooperation on semiconductors and other economic issues.

The talks, to be held at the foreign ministerial level, are designed to facilitate cooperation between Japan and the 27 members of the EU amid Russia's invasion of Ukraine and China's military buildup.
