RIO DE JANEIRO -- As new Japanese Prime Minister Shigeru Ishiba returns home from a trip to South America without meeting U.S. President-elect Donald Trump, his administration is scrambling to forge U.S. connections at both the top and the cabinet level.
A top target is Marco Rubio, the Florida senator who Trump has picked for secretary of state and is known for his experience in Asia and as a hard-liner on China.
