DUBAI, United Arab Emirates -- As negotiations on bringing the U.S. back into a nuclear deal with Iran move closer to a conclusion in Vienna, diplomatic overtures toward Tehran are picking up as major economies within and outside this framework prepare for a potential loosening of sanctions.

Iran, the U.S. and other powers involved say talks are in their final stages. The parties are discussing how and to what extent to ease sanctions, but details remain up in the air. A full return to the 2015 agreement -- officially called the Joint Comprehensive Plan of Action (JCPOA) -- from which Washington withdrew in 2018 looks unlikely, and a multistage approach is under discussion.
