Philippine Coast Guard trains with U.S., Japan as Marcos vows to modernize

New president has taken a tougher line on territorial matters in waters contested by China

MANILA -- The Philippine Coast Guard has begun its latest exercises with counterparts from Japan and the U.S. as a new administration in Manila looks to build up its ability to patrol troubled South China Sea waters.

Washington and Tokyo started providing capacity-building support to the Philippine Coast Guard on Sunday as part of the Sapphire framework established by the U.S. and Japanese coast guards. The latest exercises, the second since June, continue through Nov. 5.
