TAIPEI -- Taiwan's presidential election next January presents "a window of opportunity" to lower rising tensions, the International Crisis Group said in a report published on Friday.

"A Chinese military offensive to take over Taiwan is unlikely in the near term, but conflict risks are rising," the Brussels-based think tank said in the report, "Preventing War in the Taiwan Strait," adding, "Taiwan remains the most likely flashpoint between the U.S. and China."
