PHNOM PENH -- Fourteen years since their last cross-border conflict, Cambodia and Thailand are once again settling a territorial dispute with heavy weapons. In two days of fighting there have been deaths and injuries on both sides.

Despite the passage of time, one factor remains constant -- Hun Sen appears to be the one firmly in charge in Cambodia, despite no longer being prime minister.
