WASHINGTON -- In a move that could potentially give U.S. President-elect Donald Trump a free hand in raising tariffs on Chinese goods, an independent commission that advises Congress on China has recommended stripping Beijing of its trade privileges.

The U.S.-China Economic and Security Review Commission said in its annual report released Tuesday that repealing Permanent Normal Trade Relations (PNTR), previously known as most favored nation status, from China could reintroduce "annual reviews" of Beijing's trade practices, giving Washington more leverage to address unfair trade behaviors.
