WASHINGTON -- If former President Donald Trump returns to the White House, he will push ahead with higher tariffs on goods from China, said a former Trump administration official who argues that free trade has failed as a policy.

"I think you need to raise tariffs to a level that will get you to balance trade," former U.S. Trade Representative Robert Lighthizer said in an interview.
