WASHINGTON -- The U.S. will align with allies such as Japan and the European Union in seeking ways to counter China as Beijing increasingly flexes its economic muscle against other countries in foreign relations.

The U.S. included new policies toward that end in the National Defense Authorization Act, expected to be signed into law soon by President Joe Biden.
