MOSCOW -- Japan and Russia agreed Thursday to urge North Korea to refrain from further military provocations, with Russian President Vladimir Putin stressing the need to resume a long-stalled regional dialogue on Pyongyang's nuclear weapons development.
Prime Minister Shinzo Abe traveled to the Russian capital to meet with Putin. The duo called for all regional players on North Korea to avoid "militaristic rhetoric" and work toward "calm and constructive dialogue," Putin told a joint news conference.
