Japan looks to minimize mischief without tying tech down

TOKYO -- Japan's government is rushing to get ahead of an emerging technology that promises to open new markets.

     The problem is that the new technology can also be a tool for terrorists and other bad guys. So last Thursday, the government set new rules it hopes will allow businesses to profit from and otherwise use drones -- and keep the flying machines out of potential troublemakers' hands.
