TOKYO -- Japan's government will consider proposing legislation to enable a nationwide response to a food emergencies as geopolitical and climate risks raise the specter of shortages, Nikkei has learned.

The new powers could include ordering emergency increases in grain production or the sale of private-sector food inventories.
