KUALA LUMPUR (Reuters) -- Malaysia is proposing laws to allow house arrest for some offenders as it seeks to reduce recidivism and prison overcrowding, but the laws will not be aimed at letting former Prime Minister Najib Razak out of jail, a minister said on Friday.

Fahmi Fadzil, the government's communications minister and spokesperson, made the comment about Najib in response to media questions about speculation the law could allow Najib to serve his sentence at home.
