Russia planning major development project on disputed islands

MOSCOW -- Russia is ramping up infrastructure and military development on the Kuril Islands amid increasing frustration with sanctions by Japan, which claims part of the islands.

     A development plan put together July 23 put infrastructure construction front and center, including communications, transportation, medical and housing facilities. The 10-year plan, ending in 2025, carries a price tag of 70 billion rubles ($1.15 billion), with 28 billion rubles to be covered by Moscow.
