BANGKOK -- Thailand's new prison regulation has triggered criticism that it was designed to favor jailed ex-Prime Minister Thaksin Shinawatra, who has been staying in a prison hospital.

The Department of Corrections announced a rule this month that allows inmates who require medical treatment or job training to serve their sentence outside prison.
