WASHINGTON -- Even as she announced her exit from the U.S. presidential race, Republican candidate Nikki Haley spoke of the need to help Ukraine defend itself against Russian aggression.

"If we retreat further, there will be more war, not less," the former U.S. ambassador to the United Nations told her supporters.
