NEW YORK -- U.S. President Joe Biden announced new sanctions against Russia on Thursday following its invasion of Ukraine, trying to cripple Moscow's ability to do business with the world and pressure President Vladimir Putin into reversing course.

Speaking at the White House, Biden made clear that the blame for the conflict lay squarely on Putin and Russia, who planned this attack for months and diplomatic efforts from the U.S. and allies.
