SEOUL/WASHINGTON -- North Korean soldiers are fighting in Russia against Ukrainian forces, South Korea's spy agency has determined for the first time, underscoring a mounting alliance with grave security implications for Asia.

The North Korean troops have finished their transfer to the Kursk Oblast region in western Russia and "already engaging in combat," according to a report Wednesday by Seoul's National Intelligence Service. This echoed an assessment Tuesday by U.S. State Department spokesperson Vedant Patel.
