WASHINGTON/ISTANBUL -- Russia is believed to be recruiting fighters in Syria and elsewhere in the Middle East to fortify the military forces as its attacks on Kyiv and other major Ukrainian cities meet stiff resistance.

A senior U.S. Defense Department official said Moscow was recruiting mainly Syrians to fight in the war.
