HANOI -- A usually little-noticed appointment to a local Communist Party committee in Vietnam heralds a return to prominence for politicians from the country's south, and has sparked a buzz among Japanese companies about the prospect of a revival in infrastructure projects.

On Jan. 25, the Communist Party of Vietnam said Construction Minister Nguyen Thanh Nghi would assume the post of standing vice secretary of the Ho Chi Minh City Municipal Party Committee.
