TOKYO -- It was an abrupt and shocking accusation.

On Sept. 18, Canadian Prime Minister Justin Trudeau informed Parliament that Indian agents were suspected of being involved in the June murder of Sikh separatist Hardeep Singh Nijjar in a suburb of Vancouver on the western coast. The Indian government denied all allegations and called them "absurd." The two countries then expelled each other's diplomats.
