SHANGHAI/HONG KONG/TAIPEI -- Brad Zhang emerged from a 3-week hotel quarantine in Shanghai to find that the financial hub had ground to a halt in the midst of China's biggest COVID-19 lockdown since the pandemic began.

With no taxis or public transit operating, the tech industry manager resigned himself to lugging a heavy suitcase on the more than 10-kilometer walk to his home through nearly deserted streets in the city of 25 million.
