CHANGSHA, China -- A Chinese effort to promote hydrogen-powered fuel cell vehicles is showing signs of stalling despite years of generous subsidies.

State-owned oil company Sinopec, which aims to build 1,000 hydrogen filling stations by the end of 2025, recently reported having 131 as of June 30.
