FRANKFURT, Germany -- Toyota Motor plans to sell only vehicles that do not emit carbon dioxide in Western Europe by 2035, aiming to stay competitive as environmental regulations there tighten.

The world's biggest automaker will apparently switch to electric vehicles and fuel cell vehicles to keep this promise -- a major shift from a strategy long centering on hybrid vehicles.
