High Court emphasizes duty to protect human rights along with national security

HONG KONG -- Hong Kong's High Court declined an application by the government to ban the pro-democracy song "Glory to Hong Kong" on Friday, warning of a potential "chilling effect" on freedom of expression.

In its ruling, the court acknowledged the importance of protecting national security. "At the same time, the Court was duty bound to protect human rights, which included freedom of expression, when acting to safeguard national security," Judge Anthony Chan wrote in the decision.
