Chief Executive Lee returns early from China's congress and urges quick passage

BEIJING -- Hong Kong plans to submit a draft of new national security legislation to the territory's Legislative Council on Friday, accelerating the process after apparently receiving Beijing's encouragement at China's National People's Congress gathering this week.

Hong Kong Chief Executive John Lee issued a statement calling on the government and the Legislative Council to finalize the anti-espionage law as soon as possible.
