HONG KONG -- The Hong Kong government is preparing a draft proposal for a local law that would build on national security legislation imposed on the city last year by Beijing.

The authorities have wielded last year's law, which targeted subversion, secession, terrorism and collusion with foreign forces with sentences of up to life imprisonment, in a relentless crackdown on civil society. This drive has seen dozens of politicians, activists, journalists and lawyers jailed and compelled a growing list of civic organizations to disband.
