HONG KONG -- Hong Kong residents shunned the city's district council election on Sunday, with voter turnout sharply dropping despite relentless efforts by the government to boost the numbers.

Among various levels of elections in the territory, the district council used to be the most democratic. But as with the selection of the chief executive and the legislative council, the system has been drastically altered since Beijing imposed its national security law three years ago, to ensure that only "patriots" can participate.
