HONG KONG -- The recent arrest of a Hong Kong student living in Japan has sent a chill through overseas communities where emigrants are fearing extraterritorial application of their former home city's national security law.

The student was arrested early last month for a post on Facebook that Hong Kong authorities said "incited secession." According to several sources, the 23-year-old student, who has not been publicly identified, returned to Hong Kong last month from Tokyo to renew her identity card.
