TOKYO -- Japan's ruling Liberal Democratic Party on Tuesday called for a three-year minimum wait before foreign trainees can change jobs against earlier recommendations by an expert government panel, appealing to business-owning constituents worried about a labor shortage.
Japan is designing a new system to replace its troubled Technical Intern Training Program, which has been criticized for barring participants from switching jobs for three years as a general rule. Many have gone missing because they could not endure harsh work conditions.
