TOKYO -- Japan will introduce in December a new designation for people fleeing conflicts like the war in Ukraine, the government decided Tuesday, allowing them to live and work in the country as long-term residents.

The new "quasi-refugee" framework was scheduled to start within nine months after the June passage of the immigration reform law, but will launch earlier than the initial time frame.
