YANGON/BANGKOK -- As Myanmar tries to recover from widespread floods, aid faces challenges to reaching victims in a nation riven by conflict between the military and antigovernment forces.

The military regime, in power since 2021, has played up its international ties by accepting shipments of foreign aid. Ceremonies were held on Sept. 17 to mark the receipt of relief supplies from India at an airport in the capital, Naypyidaw, and at a seaport serving the largest city, Yangon.
