SEOUL -- North Korean leader Kim Jong Un outlined plans to advance "socialist rural development" at a key ruling party meeting as the country grapples with severe food shortages.

Kim delivered a report on rural development and outlined specific medium-to-long-term strategies to advance farming communities on Tuesday during the second day of the ruling Workers' Party Central Committee plenary meeting, the state-run Korean Central News Agency reported.
