SEOUL -- North Korea's ruling party has convened a plenary session to discuss agricultural issues, local media report, in a move seen as a sign of a worsening food shortage.

The Central Committee of the Workers' Party of Korea will decide on "urgent tasks arising at the present stage of the national economic development and the practical ways for implementing them," said the state-run Korean Central News Agency on Monday.
