North Korea shoots for leadership vacuum with new missile test

Pyongyang may see America as spread too thin in Ukraine crisis

SEOUL -- North Korea's latest missile launch comes as the world focuses on Ukraine and South Korea heads into a March presidential election, suggesting that Pyongyang spots a leadership vacuum in East Asia.

The United Nations Security Council will hold an emergency meeting Monday to discuss Sunday's launch, diplomatic sources said. The projectile appeared to have been a ballistic missile, in violation of past Security Council resolutions.
