NEW YORK -- Negotiations toward a second summit between President Donald Trump and North Korean leader Kim Jong Un appear to center on whether Washington will offer to declare an end to the Korean War as Kim desires, in exchange for concrete steps toward denuclearization.

Secretary of State Mike Pompeo told a United Nations Security Council meeting on Thursday that Trump "has directed me to travel to Pyongyang next month to meet with Chairman Kim and to accelerate" the diplomatic process, showing a desire to quickly arrange another meeting between the two leaders.
