North Korea's 'overconfidence' frustrates neighbors

TOKYO -- Shrugging off mounting international criticism, North Korea went ahead with another intercontinental ballistic missile test last week.

The late night launch differed from those of the past in that it was meant to display the country's ability to mount a surprise attack from anywhere and at any time, according to Pyongyang's official Korean Central News Agency.
