SEOUL -- North Korea has the capability to conduct a nuclear test whenever leader Kim Jong Un chooses, the South Korean military said Thursday.

"If there's a decision by the leader, it's possible at any time," Lee Seong-joon, head of the public affairs bureau for South Korea's Joint Chiefs of Staff, told reporters in a briefing.
