CIKARANG, Indonesia -- Ana Setyowati's home is only about eight years old, but it is already showing signs of decay.

"The walls crumble with the slightest impact, even after we added extra layers of support to reinforce the structure," she said. Setyowati noted that her development, Villa Kencana Cikarang, sits lower than surrounding neighborhoods, causing water runoff to accumulate whenever it rains.
