TOKYO -- Tokyo's fleet of taxis was bolstered by gig workers using their own vehicles to carry passengers in parts of the capital on Monday, after the government legalized ride-hailing from April in the face of a taxi driver shortage.
Unlike such services overseas, the Japanese version of ride-hailing can only be operated via licensed taxi companies in certain areas and at times of day where a lack of taxi drivers has been identified by the Ministry of Land, Infrastructure, Transport and Tourism.
