TOKYO -- The shooting of three Japanese Self-Defense Forces members Wednesday by a trainee has turned a spotlight on the SDF's challenges with attracting personnel, and the effectiveness of safeguards put in place after the last such incident nearly four decades ago.
The recruitment of the suspect, who has been arrested, is likely to be a focus of the Defense Ministry's investigation of the incident, in which two people were killed and a third wounded during a live-fire training session.
