SEOUL -- A series of disasters across Asia last month has shone a harsh spotlight on the operating procedures and reputations of police forces in the region.

October saw fatal crushes at a soccer stadium in Indonesia and a Halloween parade in South Korea, as well as mass shooting in Thailand by a former police officer -- all tragedies that were preventable.
